EU (Cross-Border) Social Security Coordination

  • Certification of Insurable Employment Periods in Another European Union (EU) Country - Form U1 (DSS)

The U1 certificate is crucial l for workers who have relocated within the European Union (EU). It provides a record of your social security contributions and employment or self-occupation periods in any European Union (EU) country, which is necessary for claiming unemployment benefits. However, this certificate does not facilitate the transfer of social security contributions between countries. The U1 certificate is issued by the country where you worked and paid social security contributions.

  • Entitlement to Remain Insured in Malta - Form A1 (DSS)

The A1 document confirms which social security legislation applies to the holder. It is typically required where an employed or self-occupied person has a connection to more than one European Union (EU) country through their work activity. Since EU regulations stipulate that a person can only be subject to the social security legislation of one country at a time, the A1 document specifies which country’s legislation is applicable.

The A1 certificate is issued by the country whose legislation applies to, confirming that you are not subject to the Social Security laws of any other country with which you have a connection. This means that you are not required to pay social security contributions, including health insurance, in those other countries. The A1 certificate remains valid until the expiry date indicated on the document or until it is revoked by the issuing authority.
