Non-Contributory benefits

  • Age Pension (DSS)

    An Age Pension may be awarded to a person who reaches 60 (sixty) years of age; does not have enough paid or credited Social Security Contributions to be eligible for a Contributory Retirement Pension, while needs to satisfy the Means Test.
  • Carer's Allowance (DSS)

    The Carer’s Allowance may be awarded to a single, married, in civil union, or cohabiting person who is over eighteen (18) years of age and is taking care of one (1) or two (2) relatives, with low dependency, on a full-time basis living within the same household. As of January 2025, persons who are caring for more than one patient, may apply for Carer’s Allowance on both patients by submitting an application together with the medical report filled in by a Medical Practitioner for each patient and if approved, will start receiving a 50% increase in their payment rate.

  • Carer's Grant (DSS)

    The Carer’s Grant was introduced as from the 1st January 2021 as per budget measures. This grant is awarded to a parent who is not in employment so as to take care of a child or children with a disability who are over sixteen (16) years of age and in receipt of an Increased Severe Disability Assistance. The 2025 Budget introduced changes to this Grant, to cater for parents who are not in employment so as to take care of a child or children with a severe disability under sixteen (16) years of age and in receipt of the Disability Child Allowance.

  • Disability Assistances (DSS)

    There are five (5) types of disability assistances available under Malta’s social security framework. These assistances are designed to provide financial support to individuals with physical, intellectual, sensory, or severe disabilities, depending on their age and medical condition. The assistances include:

     

    • Disability Benefit – for individuals aged between 16 and 65 who have been diagnosed with a disability but after assessment by the Inter-Professional Board using the ICF framework, a percentage rating between 30% and 44% is obtained.

    • Disability Assistance – for individuals aged 16 to under 65 with total paralysis, severe physical impairment, limb amputation, or hearing/speech impairments. After assessment by the Inter-Professional Board using the ICF framework, a percentage rating between 45% and 59% is obtained.

    • Severe Disability Assistance (Physical) – for individuals with a physical disability who are capable of gainful employment. After assessment by the Inter-Professional Board using the ICF framework, a percentage rating between 60% and 74% is obtained.

    • Severe Disability Assistance (Intellectual) – for individuals with intellectual and general learning disabilities. After assessment by the Inter-Professional Board using the ICF framework, a percentage rating between 60% and 74% is obtained.

    • Assistance for the Visually Impaired – for individuals aged 14 and over who are partially or completely visually impaired. After assessment by the Inter-Professional Board using the ICF framework, a percentage rating classified with 50% and over is obtained.

     

    For those individuals aged 16 and 65 who have been diagnosed with a disability but after assessment by the Inter-Professional Board using the ICF framework, a percentage rating classified is 75% and over is obtained, they may be entitled to the Increased Severe Disability Assistance.

     

    The Inter-Professional Board will decide whether the case falls within the medical parameters for payment of these assistances. 

     

    For those children who are younger than the indicated ages above, the Department of Social Security may also provide them with the Disability Child Allowance depending on eligibility criteria.

     

    An applicant who was eligible for the Disability Child Allowance prior to turning sixteen (16) years of age, but fourteen (14) years of age in the case of visually impaired cases, may still be examined by the Inter-Professional board so as to check for eligibility for the Assistance for the Visually Impaired.

  • Drug Addict Assistance (DSS)

    The Drug Addict Assistance may be awarded to a person who is following a drug or alcohol rehabilitation therapeutic program. The Drug Addict Assistance is not Means Tested. 

  • Increased Carer's Allowance (DSS)

    The Increased Carer’s Allowance may be awarded to a single, married, in civil union, or cohabiting person who is over eighteen (18) years of age and is taking care of one (1) or two (2) relatives, with high dependency, living within the same household on a full-time basis. As of January 2025, persons who are caring for more than one patient, may apply for Increased Carer’s Allowance on both patients by submitting an application together with the medical report filled in by a medical practitioner for each patient and will have their payment rate increased by fifty percent (50%).

  • Increased Severe Disability Assistance (DSS)

    An Increased Severe Disability Assistance may be awarded to a person who is sixteen (16) years of age and over and is absolutely unable to work.
  • Single Unmarried Parent Allowance (DSS)

    The Single Unmarried Parent Allowance may be awarded to a single unmarried parent who is not engaged in a gainful occupation.

  • Social Assistance - Medical (DSS)

    A Social Assistance - Medical may be awarded to a person who is responsible for the household who may be incapable of working due to medical reasons.

  • Social Assistance (DSS)

    A Social Assistance may be awarded to a person who is responsible for the household who cannot engage in employment due to having care and custody of own minor children and is legally or de facto separated.
