Any collective accomodation development requires a licence from the Malta Tourism Authority. Collective accomodation is commonly defined as an accomodation establishment that provides lodging for the traveller in a room or some other unit, but the number of places it provides must be greater than a minimum for groups of persons exceeding a single family unit. Furthermore, all the places in the establishment must come under a common commercial type-management, even if it is non-profit making. Collective accommodation includes hotels, and other hotel-type accommodation establishments like apart-hotels, serviced apartments, hostels, guest houses, boutique hotels, tourist villages and other similar establishments as decreed by the Authority.
